Petroineos Refining


Franck joined Petroineos as Lavera (France) site Director from July 2011 until April 2013 in charge of both operations and commercial matters at Lavera refinery.

From 1st June 2013, Franck has moved to London Petroineos Trading Ltd (PITL) office and was responsible for refining commercial activities in France and Scotland as well as International Product trading activity for PITL within Europe and Africa (since 1st Jan 2014).

Since 15th January 2015, Franck became Petroineos Refining Ltd CEO leading refinery and strategy team at both Lavera and Grangemouth. Franck is also a Board Director of Petroineos Trading Ltd and Petroineos Refining Ltd JV between Petrochina and INEOS.

Franck is also the Petroineos Board member at UFIP board (French Petroleum Industry Association), Board member of Fuels Europe and Fluxel (Port of Marseille subsidiary) chairman and INEOS shareholder representative.

Prior to joining Petroineos, Franck has spent 5 years within INEOS as Business Director on the Refining board since December 2005 after the acquisition of the Innovene business from BP. Franck was responsible for commercial operations in France and International Trading activity for the INEOS Refining business. Franck has led negotiation and implementation of the trading function deal with Morgan Stanley, and a number of commercial projects including starting Wholesale local activity in France.

Prior to joining INEOS, Franck has spent 21 years within BP in various commercial and technical roles mostly in the downstream segment. These roles have included:

  • Commercial Manager for Lavera Refining and Chemicals Integrated site (2002 -2005)
  • BP Marine – Business Manager for Nwe Fuels, BP France (1998-2002)
  • Supply Manager for France, (1996-1997)
  • BP IST – Crude oil trader for the Med (1992-1995)
  • BP Exploration – senior analyst (1991-1992)
  • BP France supply coordinator (1989 -1990)
  • Technical roles at Lavera refinery for 5 years (1984-1989) at the beginning of his career including plant operation supervisor, process control engineer and laboratory quality control team leader.

Franck is a Chemical engineer graduate from Ecole Nationale Superieure de Chimie de Montpellier in France
